East Lothian and Midlothian Public Protection Committee – what we do
East Lothian and Midlothian Public Protection Committee (also known as EMPPC) is the local strategic partnership responsible for the overview of policy and practice in relation to Adult Support and Protection, Child Protection and Violence Against Women and Girls. The primary aim of the Committee is to provide leadership and strategic oversight of Public Protection activity and performance across East Lothian and Midlothian. It is responsible for:
Providing scrutiny and oversight of Public Protection practice in East Lothian and Midlothian.
Developing and supporting the implementation of policies, procedures and guidance for Child Protection, Adult Support Protection and Violence Against Women and Girls to support staff practice.
Reviewing data and monitoring performance to assess how well we are meeting timescales, delivering services and to identify areas to support improvement in practice and process.
Developing and reviewing local processes and responses to services for Violence Against Women and Girls and supporting the local delivery of Equally Safe (Scotland’s strategy for preventing and eradicating violence against women and girls).
Raising awareness of Public Protection issues across East Lothian and Midlothian.
Developing a multi-agency Learning and Development Strategy and delivering a training programme for staff.
EMPPC – who we are
East Lothian and Midlothian Public Protection Committee is made up of senior managers and leaders from statutory and third sector organisations in East Lothian and Midlothian. Our link inspectors for East Lothian and Midlothian from the Care Inspectorate are also in attendance. Our members include:

EMPPC – Our Structure
Through the Critical Services Oversight Group (CSOG), the Chief Officers of the core partners (Council, NHS and Police) provide strategic leadership, scrutiny, governance and direction to EMPPC.
EMPPC meets on a quarterly basis. It discharges its functions through its sub-groups.
Professional Support to EMPPC
The East Lothian and Midlothian Public Protection Office (EMPPO) supports the delivery of the operational and strategic objectives and priorities of the EMPPC and its Sub-groups. The EMPPO is jointly funded by East Lothian and Midlothian Councils, Police Scotland and NHS (Health and Social Care Partnerships in East Lothian and Midlothian).
The Performance and Quality Improvement Sub-group
(P&QI Sub-group) is responsible for the oversight and governance of the performance framework and quality assurance activity
The Learning and Practice Development Sub-group
(L&PD Sub-group) oversees the development and delivery of the Learning and Development strategy, and our multi-agency training programme.
The Adult Support and Protection Sub-group
(ASP Sub-group) focuses on practice issues, national and local developments and emerging trends in Adult Support and Protection.
The Child Protection Sub-group
ASP Sub-group) focuses on practice issues, national and local developments and emerging trends in Child Protection.
The Violence Against Women and Girls Delivery Group
(VAWG Delivery Group) works to support the delivery of Equally Safe: Scotland’s strategy for preventing and eradicating violence against women and girls in line with the local context and priorities.
The East Lothian and Midlothian MAPPA Group
(EMMG) ensures that the statutory responsibilities placed on local partner agencies for the assessment and management of risk posed by offenders subject to MAPPA are discharged effectively.
The Learning Review Sub-group
(LR Sub-group) supports the oversight of the progress of Learning Reviews, the development and progress of action plans, and dissemination of learning.
Learning Reviews
Learning from what happened when a child or adult has died or been significantly harmed helps to improve Adult Support and Protection systems and practice. EMPPC is responsible for Learning Reviews.
